En la primera mitad del siglo XIX Alemania no era un Estado unificado como Francia o Inglaterra. Se componía de 41 Estados grandes y muy diferentes. Estos Estados disponían de diferentes monedas, diferentes sistemas legales y fiscales y entre ellos existían gran cantidad de aranceles. No había un mercado unificado alemán, lo que impedía un desarrollo capitalista importante. La industria francesa y sobre todo la inglesa estaban mucho más desarrolladas que la alemana, en este sentido, Alemania en lo económico estaba rezagada.
