Efectos del coronavirus en el sector turismo en Chile
En los últimos años, el desarrollo del turismo en el mundo había registrado una favorable evolución tanto en las llegadas de turistas como en los ingresos, el empleo y la diversificación de la oferta hotelera, entre otros indicadores. En el caso de Chile, el año 2019 había sido escenario de un estallido social, cuyos efectos en el turismo habían ocasionado una brusca reducción de las llegadas de turistas internacionales y generado una sensación de inseguridad para los viajes internos. En este contexto, las autoridades y los empresarios del sector turismo se preparaban para asumir el desafío de impulsar una intensa campaña de promoción orientada a recuperar la demanda. En el caso de Chile, el año 2019 había sido escenario de un estallido social, cuyos efectos en el turismo habían ocasionado una brusca reducción de las llegadas de turistas internacionales y generado una sensación de inseguridad para los viajes internos. En este contexto, las autoridades y los empresarios del sector turismo se preparaban para asumir el desafío de impulsar una intensa campaña de promoción orientada a recuperar la demanda. Los objetivos de este artículo son analizar el escenario que enfrenta el sector turismo en Chile a partir de la situación ocasionada por el coronavirus e identificar algunos desafíos claves que deberá afrontar el sector para superarlo, considerando los factores que desencadenaron el conflicto social. Para analizar la evolución de la situación en Chile durante los primeros meses del año 2020, se aplicó una metodología descriptiva. En una segunda etapa se aplicó el método EPA (Events Protest Analysis) para analizar publicaciones de prensa al respecto.  En cuanto al impacto visible de la pandemia, se registró una caída del 99,7 % en las llegadas de turistas con respecto a agosto de 2019 y de un 45,2 % en el empleo de personal de los servicios de alojamiento y comidas en comparación con el mismo mes de 2019 (Subsecretaría de Turismo, 2020a). Publication Tourism, sanitary crisis impacts on tourism, social conflict, pandemic, Journal article In recent years, the development of tourism in the world showed a favorable evolution, both in tourist arrivals, as well as in income, employment, and diversification of the hotel offerings, among other indicators. In the case of Chile, 2019 became the scene of a social outbreak, the effects of which on tourism caused a sharp reduction in the number of international tourist arrivals and generated an overall sense of insecurity for internal travelers. In this context, the authorities and entrepreneurs in the tourism sector were preparing to take on the challenge. Their idea was to promote an intense advertising campaign aimed at recovering demand. The objective of this article is to analyze the scenario facing the tourism sector in Chile based on the situation generated by the coronavirus and to identify some key challenges that the sector will have to face to overcome it by taking into account the factors that triggered the social conflict in the first place. To analyze the evolution of the Chilean situation, firstly, a descriptive methodology is applied to clearly identify the evolution of the situation during the first months of 2020 in Chile. Secondly, the EPA (Events Protest Analysis) method is applied to analyze press publications.  Regarding the visible impact of the pandemic, there is a 99,7% drop in tourist arrivals compared to August 2019 and a 45,2% drop in the employment of accommodation and food service personnel (Deputy Secretary of Tourism, 2020). Likewise, collective protest actions, unprecedented in the country, were observed in which negative attitudes toward visiting tourists were displayed by the local communities in towns that had registered few cases of coronavirus. This situation presents a complex challenge for tourist destinations and will require new research efforts in the tourism sector to generate knowledge and planning instruments that help to face the increasingly frequent crises. En los últimos años, el desarrollo del turismo en el mundo había registrado una favorable evolución tanto en las llegadas de turistas como en los ingresos, el empleo y la diversificación de la oferta hotelera, entre otros indicadores. En el caso de Chile, el año 2019 había sido escenario de un estallido social, cuyos efectos en el turismo habían ocasionado una brusca reducción de las llegadas de turistas internacionales y generado una sensación de inseguridad para los viajes internos. En este contexto, las autoridades y los empresarios del sector turismo se preparaban para asumir el desafío de impulsar una intensa campaña de promoción orientada a recuperar la demanda. Los objetivos de este artículo son analizar el escenario que enfrenta el sector turismo en Chile a partir de la situación ocasionada por el coronavirus e identificar algunos desafíos claves que deberá afrontar el sector para superarlo, considerando los factores que desencadenaron el conflicto social. Para analizar la evolución de la situación en Chile durante los primeros meses del año 2020, se aplicó una metodología descriptiva. En una segunda etapa se aplicó el método EPA (Events Protest Analysis) para analizar publicaciones de prensa al respecto.  En cuanto al impacto visible de la pandemia, se registró una caída del 99,7 % en las llegadas de turistas con respecto a agosto de 2019 y de un 45,2 % en el empleo de personal de los servicios de alojamiento y comidas en comparación con el mismo mes de 2019 (Subsecretaría de Turismo, 2020a). En los destinos turísticos se observaron acciones de protesta colectiva —inéditas en el país— que daban cuenta del rechazo de las comunidades locales a la creciente presencia de visitantes en localidades que registraban pocos casos de coronavirus.  Esta situación presentó un complejo desafío para los destinos turísticos y demandará nuevos esfuerzos de investigación en el sector turismo para generar conocimientos e instrumentos de planificación que contribuyan a enfrentar crisis cada vez más frecuentes.

In recent years, the development of tourism in the world showed a favorable evolution, both in tourist arrivals, as well as in income, employment, and diversification of the hotel offerings, among other indicators. In the case of Chile, 2019 became the scene of a social outbreak, the effects of which on tourism caused a sharp reduction in the number of international tourist arrivals and generated an overall sense of insecurity for internal travelers. In this context, the authorities and entrepreneurs in the tourism sector were preparing to take on the challenge. Their idea was to promote an intense advertising campaign aimed at recovering demand. The objective of this article is to analyze the scenario facing the tourism sector in Chile based on the situation generated by the coronavirus and to identify some key challenges that the sector will have to face to overcome it by taking into account the factors that triggered the social conflict in the first place. To analyze the evolution of the Chilean situation, firstly, a descriptive methodology is applied to clearly identify the evolution of the situation during the first months of 2020 in Chile. Secondly, the EPA (Events Protest Analysis) method is applied to analyze press publications.  Regarding the visible impact of the pandemic, there is a 99,7% drop in tourist arrivals compared to August 2019 and a 45,2% drop in the employment of accommodation and food service personnel (Deputy Secretary of Tourism, 2020). Likewise, collective protest actions, unprecedented in the country, were observed in which negative attitudes toward visiting tourists were displayed by the local communities in towns that had registered few cases of coronavirus. This situation presents a complex challenge for tourist destinations and will require new research efforts in the tourism sector to generate knowledge and planning instruments that help to face the increasingly frequent crises.
