Sin perjuicio de reconocer la influencia que pueda tener la representación &nbsp;de las formas políticas &nbsp;pretéritas sobre &nbsp;la organización de nuestro futuro, el debate constituyente debe promover las reflexiones que tiendan a explicar&nbsp; la evolución de las formas políticas &nbsp;incorporando los elementos pertenecientes al contexto estricto &nbsp;de lo que&nbsp; se viene llamando la armadura o capa basal de las sociedades, en las que se incluyen, &nbsp;las técnicas y las tecnologías de una sociedad, &nbsp;el estado de su economía y organizaciones financieras, y la misma estructura específica de la sociedad civil
