La misión del Banco Mundial de 1949, encabezada por Lauchlin Currie, recomendó un ataque integral a los círculos viciosos entrelazados del subdesarrollo mediante una ampliación del mercado local e internacional y la reforma de la formulación de la política macroeconómica. En 1950 el gobierno colombiano invitó a Currie para que volviera como asesor de una nueva junta de planeación nacional. En 1952 Albert Hirschman también fue contratado como asesor de esa junta.
